The flooding had another man-made dimension: agriculture policy. This page sums it up, and gives some links to WaPost and WSJ reports:

Scott -- great entry. New York's wild birds sustained an important part of me in my years there; I loved the red-tails, the annual flurries of migratory warblers, the comic feeding routines of wintering ruddy ducks and buffleheads. Spent a lot of time in Prospect Park, the Ramble, Jamaica Bay particularly. Miss those places.

Most amazing NYC raptor sighting: walking the shoreline early one morning in Battery Park, I notice a pigeon wobbling strangely atop a pillar about 20 feet away. Split-second later, BOOMMPH!! -- out of nowhere, a peregrine smacked into the pigeon at full speed, sending aloft a cloud of feathers. Somehow the pigeon survived that blow, and teetered off ... but the peregrine soon sealed the deal. And then flew back onto that concrete pillar, where it landed and stood imperiously above its kill. Glaring ferociously about, it looked remarkably like a big game hunter from a bygone era.
